A conference is made by its people and exists for its people. ICSE is the flagship gathering of the software engineering community, and we want it to be one where anyone who does, studies, teaches, or applies software engineering can take part fully, be heard, and help shape the field, inclusive of gender, geographic location (including underrepresented regions and the Global South), age, career stage (student, early, mid, and senior career), race, ethnicity, faith, culture, language, disability, neurodivergence, sexual orientation, socio-economic background, and disciplinary orientation (technical, human and social, and socio-technical research; qualitative, quantitative, and mixed methods).
We believe that the strength of software engineering research depends on the diversity of the people and perspectives behind it. ICSE 2027 is therefore committed to fairness of opportunity for those who organise, review, present at, and attend the conference; to removing the barriers, financial, physical, digital, and social, that make participation harder for some than for others; and to creating an environment in which everyone feels welcome, safe, and respected.

To support participation, we are planning the following strategies:
- On-site, licensed childcare (ages 2–12) will be available inside the venue, with fun and educational activities provided by a professional childcare service. Childcare is free of charge, but advance signup was required during registration. Details to follow.
- Prayer and Quiet rooms will be available during the conference and social events for anyone who needs a break from noise and crowds. Details to follow.
- Meals will include clear labeling for dietary restrictions (e.g., halal, kosher, vegetarian, vegan, lactose-free, gluten-free, nuts and other allergens), and each meal will include inclusive options that accommodate health-related needs and cultural considerations.
- Events - In line with previous ICSE editions, our strategy is to foster inclusive spaces at the conference that facilitate connections and interactions among individuals from underrepresented groups. As part of this initiative, we intend to have a series of events. All the events aim to create a safe space for networking and idea exchange. Details to follow.
